Toastmasters' Board of Directors meeting 9th-14th February 2009

Toastmasters’ Board of Directors met during the week of February 9-14, 2009, and announced the results of its deliberations at an open briefing held at Toastmasters World Headquarters on Saturday, February 14. Here are some highlights of the Board’s announcements, especially regarding the status of the current governance reshaping project:
Strategic Planning Committee - The Board re-examined the guiding principles of the governance reshaping project, and presented a refined vision of the structural changes under consideration. These changes can be summarized as follows:
Bylaws:
  • A new regional map, with 14 regions/14 directors/14 region advisors
  • International Leadership Committee (ILC) replaces International Nominating Committee
    Policy:
  • 14 region advisors
  • No regional conferences
  • District officer training face-to-face at Convention and midyear (TI pays travel for both)
  • E-learning year-round for district officers
  • Semifinal speech contests at the Convention District Administration Committee (DAC)


The District Administration Committee focused on district reformation, district boundaries and the continuing development of the Region Advisor Marketing concept.
The Board approved the reformation of District 51. The district split will be effective July 1, 2010. The district will elect two lt. governors education and training, two lt. governors marketing and one district governor for the 2009-2010 program year in order to support the transition year.
The Board approved the boundary change between Districts 62 and 86. There are four clubs impacted by the U.S./Canada border that will be aligned with District 86, effective July 1, 2009.
Finalized a Region Advisor Marketing (RA) guide which includes:
Job description for the RA
Process, criteria and selection to become an RA
How RAs will directly support the districts
The RAs will work closely with WHQ to ensure each district receives the support they need.
The Board defined the support relationship between WHQ and the Region Advisor Marketing (RA), as well as ways to maximize the RA support to districts, which includes district visits.
The Board identified new policies to support the RA structure.
Governance and Policy Committee (GAP)
The Board finalized the proposed changes to the Bylaws of Toastmasters International pertaining to governance reshaping. Proposal A, Global Representation and Support, will be presented to the delegates at the 2009 Annual Business Meeting in Mashantucket, Connecticut. Complete information on the proposal will be included in the proxy mailing that will be mailed on March 31, 2009, to all clubs. Information will also be available on the Toastmasters Web site, at www.toastmasters.org/future. The Board of Directors recommends a “Yes” vote.
The Board drafted policy and guidelines related to the International Leadership Committee. Topics addressed include the following:
Treating all candidates equitably during the selection process
Training and orienting new ILC members
Identifying attributes of effective leadership
Providing for ongoing discussions between ILC members via an electronic forum and other methods
Developing a transition and implementation plan
Before finalizing the policy and guidelines in August 2009, World Headquarters will conduct a survey of past Nominating Committee chairmen and members to learn about their experiences and identify best practices.

District 51 Educational awards achievement

For the term 2008-2009, Toastmasters International has set the Educational Goals for District 51 based on the end of 2007-2008 memberships submitted. To date, we have achieved highest educational awards in Advanced Communicator (Bronze, Silver,Gold) 65% followed by Competent Communicator which has achieved over 54% while for LEadership awards of Competent Leader, Advanced Leader & Distinguished Toastmasters we achieved below the half way mark of 43%.
District continually monitoring your club/s effort in striving to achieved those educational Goals not only for your club progress but also contribute to your area, division and the district success.
Most importantly your club, area, division achievements contribute significantly to Toastmasters International goals set for the entire organisations for the term 2008-2009 led by International President Jana Barnhill, DTM, AS.

One particular area in D51 - Surabaya & Jakarta is thriving. Under the able leadership of Division Governor Arlan Setiawan & Area I4 Governor Wardiman, they have churned out clubs in Surabaya which is nowhere to be seen within D51.

Area I4 under Area Governor Wardiman Djojonegoro started the term with 05 clubs as base. 02 clubs in Jakarta, 02 in Surabaya and 01 club in Sorowako, Sulawesi.
Excellence & Masterpiece TMC in Jakarta, Surabaya & Dynamic in Surabaya and Sorowako TMC in Sorowako, Sulawesi.
City distance from Jakarta to Surabaya, Indonesia: 413 miles or 665 kilometers.
Surabaya is Indonesia's 2nd largest city, and the capital of the province of East Java. It is located on the northern shore of eastern Java at the mouth of the Mas River and along the edge of the Madura strait.
Soroako, also spelled Sorowako, is a small mining town in the north-east of South Sulawesi province, in the centre of Sulawesi island in Indonesia.

Earlier this month February 1st, Area I4 added 03 more new clubs in Surabaya, making it a total of 8 clubs in Area I4.

LT. GOVERNOR EDUCATION AND TRAINING
Mission/Purpose Under the guidance of the district governor, strives to haveevery club and each member reap the benefits of theToastmasters educational program and to have every clubbecome a Distinguished Club. Responsible for achievingDistinguished District goals for CCS, ACS and DistinguishedClubs. Provides direction and counsel todivision governors, area governors, and club officers on theeducational opportunities in Toastmasters. Responsible forthe design and conduct of successful district trainingprograms, conferences, and other district educational events.
Qualifications (at the time of taking office)
The lt. governor education and training shall have served atleast six (6) consecutive months as a club president and atleast twelve (12) consecutive months as a lt. governor,division governor, or an area governor, or a combinationthereof and must be a member in good standing of aToastmasters club in good standing..
LT. GOVERNOR MARKETING
Mission/Purpose Under guidance of the district governor, makes the benefits ofToastmasters membership available to greater numbers ofpeople. Plans, develops, implements, and directs short-termand long-term district marketing objectives. Develops anddirects programs for new club development, club rescueefforts, club membership promotion, and membershipretention. Responsible for achieving Distinguished Districtgoals for membership and club growth. Promotes standards ofservice to the member and to the club.
Qualifications (at the time of taking office)
The lt. governor marketing shall have served for at least six(6) consecutive months as a club president and at least twelve(12) consecutive months as a lt. governor, a division governor,or as an area governor, or a combination thereof and must be amember in good standing of a Toastmasters club in goodstanding..
DIVISION GOVERNOR
Mission/Purpose Achieves the mission of the district within the division,accomplishing district goals in membership building andretention, club extension, and educational accomplishments.Ensures that each club realizes its mission and fulfills itsresponsibilities to its members. Responsible for achievingDistinguished Division Program goals and for ensuring thatareas and clubs within the division achieve Distinguishedstatus. Serves the division clubs by providing district supportand resources through the area governors.
Qualifications (at the time of taking office)
A division governor shall have served at least six (6)consecutive months as a member of a district council (e.g.,club president, vice president education, area governor, districtsecretary, district treasurer) and must be a member in goodstanding of a Toastmasters club in good standing.
AREA GOVERNOR
Mission/Purpose Provides district contact, support, and assistance to the club sothat it may achieve the club mission and fulfill itsresponsibilities to its members. Helps clubs by keeping inregular contact with club presidents in the area and by visitingeach club at least twice during the year. Is responsible forachieving Distinguished Area Program goals and for ensuringthat each area club is a Distinguished Club.
Qualifications (at the time of taking office) Insofar as practicable, an area governor should have served asa member of a district council (e.g., club president, vicepresident education, or district officer) and must be a memberin good standing of a Toastmasters club in good standing.

*Note that offices satisfying a requirement for the Advanced Leader Silver (ALS) award are District Governor, Lt.Governor Marketing, Lt. Governor Education and Training, Public Relations Officer, Secretary, Treasurer, Division Governor, and Area Governor.

Toastmasters April 2009 Dues Renewals

Club Officers:
Please Look For Your Renewal Invoice in Your E-Mail Inbox!

Toastmasters International in their effort to focus on environmental concerns, will send the upcoming April 2009 member dues renewal invoice via email rather than through the postal service, an effort to provide first-rate service to members with environmental stewardship.

  • Club officers and members will benefit from this change in several ways:
  • Renewal invoices will be delivered faster and more efficiently.
  • E-mail delivery is cost-effective, saving the organization (and its members) from unnecessary spending.
  • Delivery by e-mail is more convenient for many members.

Club officers, please look for the April 2009 dues renewal invoice in your e-mail inbox the first week of March. Remember, member renewals are due by April 1, 2009.

Club officers will be able to submit renewals online through the Club Business login: www.toastmasters.org/clubbusiness starting the first week of March.

Area Report of Club Visit

Conducting an effective club visit
Part of the district’s mission is to ensure every club fulfills its responsibilities to its members. To achieve this, the district must establish and maintain positive, supportive relationships with each club.
To this the Area Governors play a critical role in preserving this relationship through club visits, which are required twice a year and should take place between July 1 – October 31 and again from January 1 – April 30.
Submit the Area Report of Club Visit form online by following the link below.
A copy of the form will automatically be sent to your district leaders and the club president. Reports are due twice a year. Deadlines are November 30 and May 31.
